Can God blessings for humans to rule over animals be valid?

Genesis 1:28
God blessed them and said to them, “Be fruitful and increase in number; fill the earth and subdue it. Rule over the fish in the sea and the birds in the sky and over every living creature that moves on the ground.”

After-all, Genesis 6:6 God regretted that he had made human beings.

Genesis 6:6
'The Lord regretted that he had made human beings on the earth, and his heart was deeply troubled.'

Therefore Genesis 1:28 God blessings shall be null and void.

It is not the God's wish that humans shall rule over animals.

Ecclesiastes 3:19
"19 Surely the fate of human beings is like that of the animals; the same fate awaits them both: As one dies, so dies the other. All have the same breath[a]; humans have no advantage over animals. Everything is meaningless."

Can humans justify their greed to kill animals (as resources), by using God's blessings as an excuse?
