Does Quran allow Muslim men to marry non-slave girls?

Does Quran allow Muslim men to have many wives, unless they already were slave girls?

Sura 4:3 says:
"And if you fear that you will not deal justly with the orphan girls, then marry those that please you of [other] women, two or three or four. But if you fear that you will not be just, then [marry only] one or those your right hand possesses. That is more suitable that you may not incline [to injustice]."

To deal or not deal justly (by the master), those women should be slaves.

Focus on "you will not be able to do justice to the orphans":

Therefore, marriage with slave girls is a compensation to them, for master's incompetence.

Are women considered as slaves nowadays for Muslim men to marry?

The Universal Declaration of Human Rights - Article 4.
"No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms."

Therefore, as per Quran, all such marriages of Muslim men are null and void, because they do not marry slave girls.

If such marriages are valid, Muslim men shall be condemned and imprisoned under international law for keeping slave girls.

If they do not comply with international laws, the life would be so difficult to them (cannot handle currencies of states who signed for 'The Universal Declaration of Human Rights').

Does Quran say or imply that Muslim men can marry non-slave women to them?
If not, Isn't it hypocrisy for Muslims to spread their population all over the world by marrying any woman from any culture?

Can you confirm your statement "It is permitted within the Islamic religion to have multiple wives, yes, and slaves also" using Quran?
If not, we have no choice other than to conclude that those men as non-Muslims and sex scandals who crookedly abuse Quran for their advantage.

Current so called Muslim men who have many wives do not live in 7th century and will be judged by current norms and protocols.
"..amazing that a non-Muslim with hardly any knowledge of Islam..." is just moaning when unable to justify the current actions of religious Muslims under the Quran.

Are there provisions in Quran for Muslims to alter it to suit their circumstances?
Otherwise, how can they abuse Quran and challenge Allah in broad day light?
If that is the case, Muslims who involve with many marriages cannot be trusted.
