Can there be certified Pandits in Buddhism?

Certificate of Pracina Pandit - exam

Titles given to Buddhist monks as: (google and check them)
'Agga Maha Panditha' (top big pundit),
'M.A. Rajakeeya Panditha Thripitakacharya'

Even there are meditation courses/classes conducted by Buddhist temples/Viharas and meditation centers headed by Buddhist monks, where certificates are offered (to certify duration or level - free of charge or for a fee) at the completion. Good for CV.

Buddhist monks wrongly assume themselves as the authoritative agents of Buddhism (Sangha Ratnaya)

Why Buddhist monks prove Buddhism with a set of certificates?
